Cant see shared calendar

One of our engineers can not see the shared Engineering calendar. We are on
an exchange server.

Can you point me in the right direction

I ran into a case where just setting the permissions on the shared calendar
did not work, had to make the use a delegate too.
 
Have done this, the permissions for the shared calendar is view only. I had
the sharing person re invite, giving read permission but my engineer still
can not see detail.

Are they looking at the actual calendar or free/busy in the scheduling
assistant window?

Should be the actual calendar. She has the "Framework" of the calendar, but
no data

Does "framework" but "no data" mean absolutely nothing in the calendar grid
or do they have colored rectangles (appointments missing the subjects) in
them? If they can open the calendar to the grid, they should have the
correct permissions.

Are you using cached mode? If so, does it work as expected if you disable
caching? Is everyone using the same version of Outlook? If not, what version
does the mailbox owner and the engineer use?
