Can't run Apps from IE

Something changed on my system where I used to be able to
select a link that launches a file and I would get the
message OPEN/SAVE/CANCEL or the related app would just
launch(example an XVM file would launch VMWare's remote
console, an MPEG would launch Media Player) . Now the app
doesn't launch and I get a message with just the
SAVE/CANCEL option. If I save the file to my local drive
I can then launch it with no problem.
I tried lowering the security level but I get a message
saying Medium is RECOMMENDED and won't let me go lower.
(When did this become a dictatorship?)

Any help?
