For some bizarre reason, an unknown website opens
whenever I open IE and no matter how many times I reset
the home page to what ever I want it still opens that old
page. I got a spybot software and cleared anything
suspicious. I also cleaned the registry with jv16 power
tools. What else can I do?

Thanks.

First eliminate any scumware.
See

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each need to be updated before every use, even when just
downloaded.

If trying everything at that site does not fix the problem please post back
in the same thread.
