Can't renew network password on client

I can't renew/choose the same password on the clients, when it says "Password expired". We have a 2000 server. Why? Where can I disable that?

It sounds as if the Enforce Password History feature of Strong Password
Functionality is enabled in Windows 2000 as described here:

If I may offer an opinion, this is a good feature and should be left on. If
users are allowed to renew their accounts with the same password it defeats
the purpose of having passwords expire. Please consider the security
implications before disabling this feature.
