Cant remove read only from all folders

I cant remove read only from any folder when I try it, it comes back on again
I discovered the problem when I tried to use Nero Burning Rom it said to me
it needed admin rights?????
I am logged in as Admin
Plz help

Nero has a download at their site called "Burning rights" to allow all
users to access their program.

You're off target with the "read only" dilemma for folders. Click that box
in the folder properties a few times. You'll see it cycle through: blank,
check and "blob." This box-like symbol signifies a new state available in
folder attributes, referred to as "indeterminate." If using NTFS, some of
the contents of that folder may be inaccessible due to permissions or
policies. Detailed information of that type is not available through folder
properties so it displays the symbol for the indeterminate state.

Note: There are some folders in XP that *are* read only. Since this
attribute should make no difference to well behaved programs, Windows uses
it to add and preserve folder customizations. You can always check what the
existing attributes are by using the command line interface or by
displaying the attributes in Explorer's Details view.
