Can't reinstall InstMSIW.exe

My windows installer has some problem, so I downloaded the
new InstMsiW.exe from microsoft's website. I use
SrvInstW.exe(in Resource Kit) to uninstall the "windows
INstaller" service first. When I run the InstMsiW.exe, it
tell me "the specified service already exists" then quit.
How can I reinstall this service? Help, Please!
