can't receive mail

will someone please tell me why I can send email on my live.com acct. but I
can't receive them through Windows mail???? I get this error message:

Are you using verizon as your ISP ?

| Incoming mail server | Log on using Secure Password Authentication <=Do
NOT check/enable this option!

"Command not implemented" means you are trying to use a special
feature that the server does not understand.
Go to Tools, Accounts, select that mail account, Properties, Servers.
Make sure that "Log on using Secure Password Authentication" is not
enabled.
