Can't receive local faxes

In W2K, I have no trouble sending faxes anywhere. I can
receive faxes from out of State but can't receive a fax
from 10-30 miles away. This doesn't make any sense to
me. Can anybody help? I have a 3COM 56K Robotics
Faxmodem.
