can't receive email

I was having a problem sending and receiving mail but I fixed sending probelm
by unclicking SMTP 25 "server requires secure connection" but I still can't
receive email. If I access my account not using Windows mail, I can see the
email messages I should be receiving. My messages go out -- they do not come
in. Any suggestions?
 
No errors. I'm trying to send test messages to myself. I see them go in my
outbox, leave my outbox, but when I click on send/receive nothing appears in
my inbox.

Click the small arrow to the right of Send/Receive, then select
'Receive All'. Does it appear to go through the motions of contacting
the mail server? If not, go to Tools, Accounts, select the account,
Properties, and make sure that on the General tab the option
"Include this account..." is checked.

I checked the include this account box and now I get this error message. I
can see new messages when I use the Internet, just not windows mail.

The connection to the server has failed. Account: 'mail.charter.net',
Server: 'mail.charter.net', Protocol: POP3, Port: 995, Secure(SSL): Yes,
Socket Error: 10060, Error Number: 0x800CCC0E

Are you sure Charter wants you to use port 995?

I don't think Charter supports port 995. Change the incoming
server port to 110, and uncheck the SSL option.
