Can't reach website by IP

We host serveral websites on a Win2k server.
All sites can be reached by Name.
You can ping all sites by Name or IP.
You can trace route all sites by Name or IP.
BUT if you put the IP in the browers address bar, it will
not reach it.
This is true if you attempt to access the site locally,
on our LAN or outside thru the Internet.
In the past we could get to a site by IP, but no longer.
We would go to the site by IP during development until we
assigned an IP and it filters down thru the DNS servers.

Very strange that all aspects of the site work but we can
not get to a site by IP.

Any thoughts would be great.

Are you using hostheaders in IIS and do you have mulitple websites
configured? If so, this is default behavior. I would post to the IIS
newsgroup for more on this. This seems to be more of an IIS configuration
issue.
