can't re-install software

I am trying to re-install MS Office after overwriting my
Win2K OS. I get the messages: "Setup has detected an
installation from an earlier version. Do you want to
update?" followed by: "The system administrator has set
policies to prevent this installation."

I am the administrator! (This is a home system.)

I've tried to use "Add/Remove Programs", but Office does
not appear as an option. I've deleted all mention of
Office from the registry. Still, the same messages

I thought that this was a security issue, but posts to
that board got no results.

If you can offer suggestions, please eMail me directly as
well as posting to the board.

Run gpedit.msc and examine your system policy.
Something is preventing you from installing software.
 
Can you be more specific? I've viewed all seemingly
relevant items there, and most are "unconfigured".
