can't put background colour in O.E.

My friend is new to computers and I'm not much better, however I do know
how to put background colours into emails, format, background and click on
colour. When she does this nothing happens. Stationery works for her though.
Someone told her to select, message, new using and, no stationery that
would fix it but it didn't. That worked once, but surely she doesn't have to
do that every time. Does anyone know how to correct this.

You should post this question in an Outlook Express newsgroup since this
has nothing to do with your operating system (XP). IIRC there is even
an OE stationery newsgroup. Here's the general OE newsgroup and also a
list of all the MS newsgroups if you want to look for the stationery
