can't pull up the internet explorer

hi, i can't pull up my internet explorer. it informs me that " internet
explorer cannot download from/ www.msn.com "

There's no need for IE to download from anywhere; it's installed as
part of Windows.

Do you have current viurus and spyware protection in place?

Is that the exact error message or are you paraphrasing?
What version of IE?
Check C:\Windows\System32\Drivers\etc for a file named HOSTS with no
extension. (Not Hosts.sam)
Make sure Windows is set to show hidden files and folders and is NOT set to
hide extensions for known file types.
If HOSTS exists, rename it to HOSTS.OLD
Reboot an try again.

Or, In a Cmd window, enter
ipconfig /flushdns
then clear your TIF also, and re-boot.

what do you mean reboot again? does it mean that i have to install my
windows again? im using xp2?!
 
yes i have current spyware but before i add it i can no longer pull up my
internet explorer.
 
Reboot = shut the computer down and restart.

i did what you asked me to do but it's still the same.. i still get the same
error message..this is the exact message i received...
"internet explorer cannot download from/ www.msn.com
internet explorer was not able to open this site. The requested site is
either unavailable or cannot be found please try again later"
do you think i need to install my os again?

So How Did I Get Infected Anyway?
For quite a few people it's by installing Messenger Plus, whose ads for
malware don't identify the malware as such and try to convince you that you
owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.
