Can't publish renamed nav button

I've renamed one of the nav buttons in nav mode (FP 2002), applied the
change, saved index.html, then republished that file, but the button name
remains unchanged on the site.
 
Empty IEs cache and try again.

Emptying my browser cache was the first thing I did on seeing that the button
renaming hadn't taken effect at the site. That didn't help. I had no trouble
making changes to other sections of the site. It seems that it's only nav
button changes that don't take effect. Question: when changing only the name
of a nav button (making no other changes), which particular file should be
republished to the site? I had assumed it was index.html.
 
When you make navigation changes, you need to publish the complete site using the Change Pages Only
option, not by uploading selective files, etc.
