Can't open URL in mail due to restrictions

When I try to open a web-link in Outlook 2003 it says
"This operation has been canceled due to restrictions in effect on this computer. Please contact your administrator"
How do I remove this restriction so that it's possible to open the link in a mail?
 
Contact your administrator?

Ah, some valueble information you left out here ;-)

Next to the KB articles Sue mentioned also check the domain policies you've
set. The GPMC tool (which is a free download from Microsoft) can be used to
see the results of all policies combined.
