Dear Frustrated -
First check for a restriction of the Control panel. If you have Spybot S&D
installed, make sure you haven't "immunized" and placed a restriction on
accessing IE Control panel lock. Start Spybot and select immunize, and
uncheck the IE control panel lock selection.
If that is not the case, try this:
Select Start/Run, type REGEDIT in the 'Open' box and press enter. When the
Registry Editor opens, click 'Edit' on the toolbar and then 'Find'.
Read closely and follow directions precisely, for you will be working in the
Registry. Always export the key for safe measure before making any changes.
Next in the 'Find what:' window, type NoBrowserOptions and press enter. If
the entry is found, it will show in the right pane. Right click it and
select 'Delete' from the menu, or select 'Modify' and change the value form
'1' to '0'. You can also check the keys below, rather than using the 'Find'
feature.
NoBrowserOptions - Disable the Tools > Internet Options menu.

For no discernable reason, I'm suddenly getting an error message any time
I attempt to open >Internet Options (to clean out my temp files, for

Message reads: "This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system administrator."
It's my home computer; I AM the administrator; I don't change settings ever.
Moreover, I've run Trendmicro Housecall, no viruses. Spybot has been in
place for two years, and I use Web Washer.
