can't open 'system properties' dialogue box

I done a defrag on my drive yesterday and rebooted
afterwards. All of a sudden the pc seemed slower and
stopped responding while attempting to access various
system applications. simple things like outlook express
would'nt load up and network properties would not load.
Anyway i managed to sort out 90% of the problems but the
main issue is that i can't access the 'system properties'
box even using the 3 ways i know:

1-start->con pan->system
2-RC 'my computer'->LC 'properties'
3-windows-key & break.

No joy with any of these. I loaded the task manager while
trying the above and a rundll32.exe file appears 4 a few
seconds then dissappears. That's all i've concluded so
far.
help anybody?
 
System properties is or should be in control-panel,or
R,click my computer,properties.If still no go,at computer
start-up,tap the F8 key,start in safe mode,a ADM,icon
appears,start in that,all system info should be available
