Can't Open Pictures

I have Windows 98, and I use to use Internet Explorer 4,
but then I upgraded it to IE 6. Now, anytime after I save
a picture as a bitmap, when I try to open it up, all I get
is a message that says 'Unknown file format'. Can someone
help me with this problem? Thanks.
