Can't Open Photos Saved from Internet

When I save photos from the internet and then I go to open them, it gives me a message that read, Microsoft is unable to open the file. I am given two options, choose a program from the list or to go online to find a program. When I go online, the microsoft page has no suggestions. Please Help!
