Can't open my browser

I have been unable to open internet explorer from my
desktop, program files, etc. I looked at the summary and
it showed that all of the files were modified on Aug 4,
2004. I've tried reinstalling internet explorer several
times, also tried restoring my system to an earlier
date. Neither one works. System won't reinstall, and
explorer gives me a message that I hae a newer version.
Any ideas?

This is probably being caused by third party programs- malware/parasites.

From Control Panel> Internet Options> Advanced> uncheck "Enable third party
browser extensions." That should allow IE to work.
You should re-enable browser extensions after the cleanup.

Or...
A legitimate program running in the background may be causing this. Disable
(for diagnostic purposes) programs such as pop-up blockers, security,
anti-virus, etc. You may have to reinstall, or not reinstall, a program.

The "clean boot" troubleshooting method may help find the offending program.

If you decide to reinstall IE, the procedure which starts with "Windows XP
and Windows XP SP1: Edit the registry and install Internet Explorer 6"
should work with all versions of Windows.
