can't open links

If I'm on a page and then click on a "hotlink" to a url nothing happens.
I tried to re install and the same thing happens.
IE views the page fine but the only way to follow the link is to
refresh. I also get the message to send report to microsoft.
Any ideas and help would be greatly appeciated.

Hi Michael,

1. Click [Start] [Run] type:
(Press Enter after each command)
Regsvr32 /i URLMON.DLL
Regsvr32 /i shdocvw.dll
Regsvr32 actxprxy.dll

2. Restart Windows
3. Open IE [Tools] [Internet Options] [Programs] [Reset Web Settings]

If this does not help, run this fix:

As for the "error reporting" issue:
In the Error -Reporting dialog, click "To see what data this report
contains" and note down the MODNAME. Post back here.
