can't open jpg files In Outlook Express

I cannot open jpg files in Outlook Express. Get message there is no program
attached to open them. Have Paint Shop Pro which can open many kinds of
files. Says to go to options and associate a program to use to open files
but there is no place in there which will allow me to do this. Can open gif
files using same program which it will not allow for jpg. Why? Used to be
able to open jpg but no longer..
