cant open jpeg in USER Account

As Administrator I installed Win 2k Pro and Office 2k
Pro.All works fine. When logged on as User, I can see the
pictures in Explorer, but when I try to open them, MS
Photo Editor says it cant open it, Not in Registry. ANY
HELP GREATLY APPRECIATED - Kevin
