Can't Open IE or My Computer or Windows Explorer

A dire situation indeed. When I click on Internet Explorer or My Computer or Windows Explorer or Control Panel after several seconds I simply get an error message saying for example: "Internet Explorer has encountered a problem and needs to close. We are sorry for the inconvenience." This window also gives me an option to send an error report. I can open all my other programs and I can connect to the internet via Netscape and I can access my files via other programs (eg. I can open Windows Media Player and open and play any media file on the computer.) Is this a virus? A problem with XP? I have Norton Antivirus up and running and full scan didn't show any viruses. This just began last night and I have had XP up and running for several months.
Any help will be gratefully accepted.
 
Empty your cache and see if that solves the problem, right-click your browser icon,
properties, delete files or within IE, tools, Internet Options, delete files.

I have the same problem using Windows XP Pro. Cleaning the cache did not help
Here is a walk around I am using: Open two or more instances of Windows Explorer and right click any folder and you get the error! Don't get nervous
Look at the Windows Task Manager (ctrl+alt+del) and confirm the message that "Explorer is not Responding" is shown
Now, go to another instance of the Windows Explorer that you opened before - and surprisingly you can right click on any folder and the context menu will be shown working perfectly AS LONG AS the "Explorer is not Responding" message is shown in the Task Manager!!
I would like to solve this problem without having to reinstall the OS
Hope someone can help us.
