I can't find Folder Options in the Control Panel menu or from the menu Tools
in any folder toolbar.

I tried to find it via Run menu with the path: "control.exe folders" but it
appears a window tellig that i have to contact my system administrator.

Generally malware that sets this bit.

Read the instructions at the top
129. Restore Folder Options Under Tools

folderoptions.reg is the file that you want.

[[To use the Regedits: Save the REG File to your hard disk. Double click it
and answer yes to the import prompt.]]

If XP Pro you can use Group Policy...
Start | Run | Type: gpedit.msc | Click OK |
Navigate to>>
Local Computer Policy\User Configuration\Administrative Templates\
Windows Components\Windows Explorer
Removes the Folder Options menu item from the Tools menu

Set it to Not Configured.

Removes the Folder Options item from all Windows Explorer menus and removes
the Folder Options item from Control Panel. As a result, users cannot use
the Folder Options dialog box.

The Folder Options dialog box lets users set many properties of Windows
Explorer, such as Active Desktop, Web view, Offline Files, hidden system
files, and file types.

Also, see the "Enable Active Desktop" setting in User
Configuration\Administrative Templates\Desktop\Active Desktop and the
"Prohibit user configuration of Offline Files" setting in User
Configuration\Administrative Templates\Network\Offline Files.
