Can't open folder shortcuts

I am unable to use shortcuts I created to open folders. For example,
create a shortcut on my Desktop that points to a folder a few levels
deep in my C: drive. However, opening that shortcut gives the
following error message
"The file does not have a program associated with it for performing the
action. Create an association in the Folder Options control panel."
I understand vaguely about creating file assocations between certain
file types and certain programs necessary to open them...but these
aren't files that I'm pointing to. They're just shortcuts to folders
elsewhere on the computer. Any shortcut directly to a specific file
works just fine.
