Can't Open Files as User

Working as power user, when I try to open a file - Office
2000 apps - I get the message "Cannot find file ----.
Make sure path is correct and all libraries are available."

Then the windows installer window opens and begins what
looks like installing Office. Then I get Error 1706 - no
valid source for Office 2000 can be found; windows
installer cannot continue.

I click Cancel a few times, and the application eventually
opens, but I have to specify the particular file again.

When I work as administrator, I have no problems opening
Office 2000 applications and files.

Hope someone can help. Thanks.
 
Hi Terry,

Instead of "click[ing] Cancel a few times", make certain that the Office source files
available when you first start any Office program. For more information see the

Also, to determine the cause of an on-demand installation open Event Viewer
(eventvwr.msc), look in the Application Log for Source: MsiInstaller - Warning
Messages Event numbers 1001 and 1004, double-click the events, and read the
Description.

And if you need more details the Group Policy snap-in provides built-in features for
setting Windows Installer Logging. For more information, run gpedit.msc and read the
text on the Explain tab of the following Policy:
