Can't open File: C:\Documents and Settings\%username\Local Setting

We have a third party application that allows us to insert an e-mail message
into a log. This application uses Outlook 2000 SP3 to read the attached
e-mail when the log is reviewed.

After installing Defender (reproducible) we are no longer able to view the
attached e-mail when reviewing the log and get the following Outlook Error:

Can't open file: C:\Documents and Settings\%username\Local
Settings\Temporary Internet Files\Content.... The file may not exist, you
may not have permission to open it, or it may be open by another program.
Right click on the file, and then click properties to check your permissions
for the folder.

The error message is of little use as it does not give the full path.

We would love to know why this is happening to correct the issue. Why is
Outlook looking in Temporary Internet files for example?

Part two of this post is we can not roll back. The error persists after
Defender is uninstalled. What did Defender change that it is not undoing on
uninstall?

Any ideas would be appreciated.

Your Internet security options are to narrow, change them in the
"Internet Option's" menu.

Can you explain how this is reproducable? Is anything else installed at the
same time as Windows Defender?

I've seen a few messages stating that installing Windows Defender creates an
error message when another application is run subsequently--but these are
messages citing specific .dll files, rather than failures of the app.

It would also help if you would post this in the appcompat group--that'll
help make sure the right folks at Microsoft have a better chance of spotting
this issue. It might help to name the third-party application and version
numbers, as well.

(and by all means, check Tom Emmelot's advice as well.)

We tried Toms suggestion on Internet Options and found we were set to medium
and that the system will not allow us to set the security settings to low
(not sure if SP2 blocks that now?) Anything specific we might try?

The application is a custom app in VFP6 using OLE to drop the e-mail into a
general field. It may be using an active-X control but if it is we believe it
is native to VFP6.

The reproducable refers to us haven taken several workstaions and only made
one change which was to install Defender and found the problem starts on all
XP Pro SP2 systems (we do not know if it happens on SP1).
Defender on W2k Pro does not produce this issue and works fine.
