cant open dial up properties

hi!! I have this problem with the dial up right click properties because when i do it wont open and i have no way to open it to disable ICF in order to see videos on the internet. Can someone help me please.

To disable the ICF you could also stop/disable the ICF/ICS service in
the Control Panel > Administrative Tools > Services.
