Can't move or rename video file although it's not being played

I have this strange problem: recently video files started to "lock
up", i. e. I can't move or rename them because "it is being used by
another person or program" although, as far as I'm aware of, that
isn't the case. The file isn't in a shared id
I'm using VLC as player software. When this problem occurs I can't
find a likely culprit in the task manager. The file isn't in a shared
directory either.
Larger question: how do I find out exactly which process is using a
particular file?

You have the file on your 'playlist' in Media Player.

Or you have thumbnails on in the folder, or you have a column in explorer
that displays some information internal to the file (duration,
resolution...), or your antivirus program is looking at the file, or...

Which utility would tell me which program is accessing that file?
 
Try Process Explorer.
