Can't modify reports - general tab greyed out?

When I run a report such as Accounts by Category and then go to modify report
the general tab is all greyed out?

How do I fix this?
 
Not all tabs and report options are available on each report. This is one
where it is not. If it is greyed out then it isn't accessible.
