Can't modify IP address and any TCP/IP parameter as administrator

Hi

I am using Windows XP Professional SP3. Suddendly I notinced that I cant
change my IP address opening the network properties. It pops a message that
says that I cant change anything because there is another network properties
window open but it is not. To change my ip I have to boot windows in safe
mode and then change it. I hope you can help me.

Most problems that aren't there when you boot to safe mode but are
there when you boot normally are due to a program or service that runs
at startup that interferes. To find which program is causing the
problem, try using msconfig (Start->Run->"msconfig") to narrow down the
causes.

Not clear why you want to change your IP?
The whole thing depends on what your Network consists of, and you did not
provided any info about it.

I want to change my ip when I go to see customers and they let me in to
their network. So This problem is making me crazy, I cant enter to NEtwork
properties. Lately I want to install simple services of TCPIP in
