Can't log on without the domain controller running

I have a domain controller in my network. Recently I have
created an additional domain controller. The problem is
that when the first domain controller is not running, no
one in the network is able to log on even I can't log on
to the additional domain controller. I am afraid the main
can fail any time. Please help
 
It sounds like your second server is not a global catalog server. Is this
your only domain in the forest? If so, open Active Directory Sites and
Services, expand the site that contains your second server, expand the
second server object, right-click the NTDS settings object under your second
server, and then click Properties. Make sure the box next to Global Catalog
is checked.

Also, have you configured DNS so that even if one of the domain controllers
fails clients still have access to a working DNS server?
