the ctrl+alt+del twice doesn't work. Should I press all of them at one
at the
log-on screen, or the welcome screen?

I have a PC that I cannot logon onto because someone
changed the password and cannot remember what it is. The
Administrator password is not known either.
How can I fix this without re-formatting?
