can't log off or shutdown

I cannot log off using Start->Turn Off Computer->Log off.
I also can't shutdown my computer this way either. I must
choose switch user then shutdown from there. When I click
on Turn Off, I can hear the computer "thinking", but
nothing happens. Any help will be greatly appreciated!
