Alright- here's the basic problem. I can't log into any
sort of sites that involve, well, logging in. This means
no Amazon.com shopping, Hotmail email, etc. Whenever I
enter in the information and hit "send", it takes me to the
white screen telling me to check security settings/refresh/etc.
Here's where the problem gets interesting. I go into all
my internet options, and setn them at the lowest seetings,
so all the HTTP 1.1 and all that is on, that all Active X
controls work, etc. So it should work, right? Well, it
doesn't.
So then I tried going to the Windows Auto Update thing to
see if anything would work, and it said "Some of your
current settings prohibit the use of Active X. Please
change these settings and try again." The thing is, they
are all changed and it should work fine.
Then I tried to download a new Internet Explorer service
patch and such for 6.0, and during the installation
process, it says that the service pack/patch was not
approved by Windows XP.
I continue trying to download patches and things that will
make Internet Explorer 6.0 work, or I try to uninstall the
old one so the new one will download, but I can't figure
anything out... I just keep getting the same problems!
Someone please help if you can- I'll call Microsoft if I
can find a number, but their site doesn't seem to be
helping much.

Thanks-
Bill

I am having the same exact problem and have been going
absolutely nuts trying to figure it out. I've tried all
the same things you have - please let me know when and if
you figure it out! I'm starting to suspect some kind of
virus as the culprit?

Hi All -

I was having both the problem of not being able to access secure sites & of
not being able to install the IE Update on an XP system.

Here's what I've learned:

Could not get to secure sites because my IE cipher strength was 0. You can
check this by opening IE, going to Help & About IE. Cipher strength is
shown right on first window with rest of general descriptive info. It needs
to be 128 bits.

Never could install the update, BUT-
was able to download & install XP Service Pack 1a, & this restored my cipher
strength + seems to have sped things up generally. The Service Pack is
available from the Download Center. Note the caution re not loading SP 1a
if you already have SP 1. I do not know what would happen if you tried to
reload the same one if you already have one of the SPs. The whole process
takes about 6 hours & you have to check in on it from time to time in case
the Wizard gets disconnected from the server & needs to be told to retry.

Good luck.

Kim - I had exactly both these problems (+couldn't e-mail
MS tech support - secure & won't accept message from any
other browser but IE)

My problem was that my IE cipher strength = 0 bits. You
need 128 bits these days. Check yours by opening IE,
opening Help & About IE. Your cipher strength is shown
with other general info.

I got same frustrating problem trying to install "the
latest version" of IE after waiting for it to download -
"not designed for XP." I did successfully download &
install XP Service Patch 1a (from MS download center.)
Took 6 hours but completely cleared up problem. Also
seems faster, to boot ("in addition, not booting up.)
Hope this helps.

PS You probably want to return all your security settings
to default if the download doesn't do it. And having the
firewall on probably has nothing to do with your problem
either.

My neighbour had the same problem and after trying
everything and searching the internet for hours i found
in the Kb of MS the following article: 813442

The next sentences are from the article
.......

"When you try to install Microsoft Windows XP Service
Pack 1 (SP1) or later, you may receive the following
error message:

Service Pack 1 Setup could not verify the integrity of
the file Update.inf. Make sure the Cryptographic service
is running on this computer"

........

"You may not be able to sign in to Windows Messenger or
MSN Explorer or MSN Explorer may time out when you
retrieve your e-mail messages"

"You cannot connect to secure Web sites. When you try do
so, you receive the following error message in your
browser window:

The page cannot be displayed"

.............

CAUSE
These issues may indicate that a component of Windows XP
that processes digital signatures is damaged.

RESOLUTION
To resolve this behavior, re-register the Softpub.dll,
Wintrust.dll, Initpki.dll, Dssenh.dll, Rsaenh.dll,
Gpkcsp.dll, Sccbase.dll, Slbcsp.dll, Mssip32.dll, and
Cryptdlg.dll files. To do so, follow these steps:

Click Start, and then click Run.
In the Open box, type cmd, and then click OK.
At the command prompt, type regsvr32 softpub.dll, and
then press ENTER.
Click OK when you receive the message that
DllRegisterServer in Softpub.dll succeeded.
Repeat steps 1 through 4 for the following files:
Wintrust.dll, Initpki.dll, Dssenh.dll, Rsaenh.dll,
Gpkcsp.dll, Sccbase.dll, Slbcsp.dll, Mssip32.dll, and
Cryptdlg.dll.
Type exit, and then press ENTER to quit Command Prompt.
------------

There is also a Dutch version of the article and the
interesting part is that in the Dutch version of the
article only softpub.dll is mentioned. Re-regsiter only
softpub.dll worked on my neigbours laptop.
