Can't log in as new user

I try to add new user account. The new account is added
properly, but when I'm trying to log in as this new user I can't.
System is issuing a message "Impossible to create profile".

When I add new account with administrative rights the
message isn't issuing but I stiil can't log.

It was good advice. Problem was with permission. I restored
default permission from defltwk.inf and it's O.K.

Sounds like a permissions problem possibly on
C:\Documents and Settings\Default User
Should be "Everyone" full control. This may also help.
