Can't link background formatting to another page in FP2003.

I created a web site in Front Page 2002 and linked background formatting to
the index page. Upgraded to FP 2003 and, not only cannot link that info for
new pages, but can't change the background formatting on existing pages.
 
Are you using a Theme?
