can't just use IP address to reach vpn server?

I'm reading at the following URL that the VPN server name
must be resolvable:

It's seems to suggest that you must give your VPN
server's name to your ISP for them to put in their DNS
server. Can't you just connect to a VPN server via the
public IP address?

Yes you can connect to a VPN server by its IP address instead of its name.
