When I try to install Windows Vista from Windows XP Pro (SP2), When it gets
to the part about "Copying Files...", I get a message that says "Cannot find
suitable locally attached drive to copy temp files to."

My PC is a Dell Dimension 2400, 2400MHz Intel Celeron (P4-class), 512MB of
RAM, H: (The partition I want to install to) is 7.9GB, ATi Radeon 9250 128MB,
DVD+R DL Drive.

thanks

try booting from the DVD instead, although you will not be able to upgrade,
you should be able to install to the partition...

7.9 GB is a bit small for vista, it would run a lot better with more disk
space (say 20 gig)

I hope this was of some use to you :-)
