Can't install Tweak UI from Power Toys

When trying to install Tweak UI Power Toy an error
message states that procedure entry point
GetDllDirectoryW is missing in dll Kernel32.dll. Kindly
suggest how to correct this.

Hi Pico,

This may happen if you try to install TweakUI ver 2.10 on a computer running
Windows XP WITHOUT SP1. To donload and install TweakUI ver 2.00, you may
visit the follwoing site:

TweakUI v2.00 for Windows XP
http://download.microsoft.com/download/whistler/Install/2/WXP/EN-US/TweakUiPowertoySetup.exe
