Can't install service packs. getting cmd.exe error

I'm having a problem trying to install service packs on
my windows 2000 advanced server. I get the following
error.
c:\winnt\system32\cmd.exe is open or in use by anorhter
application
Close all other applications and then click Retry
I've closed all the services and everything that will
close in the task manager but I still get the same error
when trying to install. I haven't been able to install
any service packs since 2. Any suggestions?

Just one, in the task manager>processes make sure you have "show 16-bit tasks"
checked (under the options menu) then make sure the process WOW isn't running.
