Can't install Service Pack 1

When I try to install SP1 I get the following
error: "Setup could not verify the integrity of the file
Update.inf. Make sure the Cryptographic service is
running on this computer."

The Cryptographic service is running. I have read and
followed the advice in KB document 813442 (ran regsvr32
on various dll files). I still get the same error and
can't install updates.
