Can't install office updates

I'm attempting to install office updates for a person here
in the office and I'm getting the message:

"Your system settings prohibit you from installing Office
updates yourself"

I have logged the person out and logged in as me (with
adminstrator rights) and I am still not able install any
updates. I looked in the local security policy, as not
everyone on the domain is affected. I believe that a
policy may have been put in place by the last
administrator that was here.

Is there something specific that is prohibiting this
person from installing office updates. I really believe
it is something with the individual machine.
