Can't install ie6.0 cumm patch for Aug 2003

I get this message "This update requires Internet
explorer 6.0 to be installed" when I go to install the
August 2003 IE6.0 Cummulative patch.

Some Firewall or security protection software may be in the way.

Check this also.

Myself & a few others are having the same problem apparently. I have
been unable to apply any IE patches for months. I have all the patches
downloaded and saved - a/v and other programs that could cause problems
have been disabled.

All I have found so far is that my IE version is 6.0.2800.0000. All
related files (urlmon.dll; mshtml.dll etc) show version 1170, which I
believe is the number that should show up instead of '0000' in IE.

Any further thoughts on this would be greatly appreciated.
