can't install a program on w2k

i can't install a program on my windows 2000 machine.

i have look for a fault i have seen in some log file in
c:/winnt/

the following fault were describe:
[2003/12/09 22:48:18 1552.119 Driver Install]
Munged cmdline: "C:\Program Files\Internet
Explorer\iexplore.exe" -Embedding
EXE name: C:\Program Files\Internet Explorer\iexplore.exe
The file (c:\winnt\inf\oem0.inf) is not digitally signed,
ignoring driver date.
Selected driver installs from section NTSPPPOE.ndi in
c:\winnt\inf\oem0.inf.
Changed class GUID of device to {4D36E972-E325-11CE-BFC1-
08002BE10318}.
Set selected driver.

This may help. In your Local Security Policy security options check the last two
options that refer to unsigned installation behaviour and make sure they are not set
to "do not allow installation" . --- Steve
