Can't Initiate Internet Connection Sharing w/o Getting Error Msg

I get an error when I try to initiate Internet Connection
Sharing on a XP Pro computer. (Version 2).

My home network consists of 4 computers connected through
a hub with XP Pro on the main computer.

All computers are in the same workgroup and can see each
other and transfer data between each other.

The Main computer (XP) has a USB Satellite Connection to
the internet. All computers are set with the following
TCP/IP settings:

192.168.0.1 (XP) Main Computer
192.168.0.2 (Windows 2000)
192.168.0.3 (Windows 98)
192.168.0.4 (Windows 98)

All have a class C subnet mask of 255.255.255.0

I have set the Prefered DNS to 192.168.0.1 on the 3
machines.

Everything works...Until I try to setup ICS. (It use to
work, but won't now)...

Then I get the error message.

Any help is appreciated. I have uninstalled and
reinstalled my USB adapter and the software. I have set
the other computers to automatically obtain their TCP/IP
settings and put them back. Nothing has worked.

more information to help other people understand the problem:

Which computer gets the error message? What exactly are you trying to
do when the error message occurs?

What is the complete and exact text of the error message?

1. The XP (Main Computer) gets the error message.
2. I selected the "Advanced Tab" and selected "Allow
other network users to connect through this computers
Internet connection". Then I clicked "OK".
3. The error message is exactly as follows:
"An error occurred while Internet Connection Sharing was
being enabled.
The Service cannot accept control messages at this time".

Thanks for those details. Please see if there's more information
about the problem in Event Viewer, including which service is issuing
the error message. To run Event Viewer, click Start | Control Panel |
Performance and Maintenance | Administrative Tools | Event Viewer.

I checked the event viewer and found an info. message
that stated the icf / ics was sent a successful start
command.

I then cleared the logs and went through the ics setup
again, and of course received the same error msg as
before.

I went back to the event viewer and "NOTHING" was
recorded, good or bad...

With Help from you great folks and determination, I was
able to solve my problem.

It revolved around my firewall. I had disabled it, while
trying the ICS setup and of course rebooted. But out of
desparation I finally manually uninstalled it, including
the direct X downloaded files and reinstalled it.

Everything works now.
