Can't import reg fix for missing tabs

I have the missing tab problem in IE properties. I
downloaded the recommended fix. When I try to merge or
add the fix to the registry, I get a message that
it "can't import and that specified file is not a registry
script. You can import only registry files."

I'm using Windows 98.

Please help. Thanks.
 
Where did you get the fix?
It may be for XP, so you may have to alter the first line to REGEDIT4
for Win98.
