Cant get WMUtil program to work

Like many people I have mail stuck in outbox that I cant delete. When I try &
run the advised WMUtil program I get the followin error

X "Unable to access database"
System D11NotFoundException: Unable to load DLL'scxout': The specified
module could not be found. (Exception from HRESULT: 0 x 800700DE)

at WMUtil.MWMUtil1.Xout(IntPtr pszLogPath, IntPtrpszName, Xout Callback proc
x)

at WMUtil.btnXout_click (Object sender, EventArgse)

Does anybody have any ideas ? Any help would be greatly appreciated
 
There are two files in the zip file. You have to extract both of them to
the same location. Then run the program and see if it works. You didn't
extract the dll, but just the exe file.
