Can't Get to ODBC data sources in Access 2003

In Access 2003, when I try to do a File -> Get External Data -> Link
Tables... and I select an ODBC data source from the Link dialog box, the Link
dialog box disappears, but the Select Data Source ODBC dialog box never
appears.

If the MDB file I open already has ODBC links, the ODBC links are still
there, and work fine - I just can't add any new ones.

When I try the same thing in Access XP, there is no problem. I can add new
ODBC data sources without a problem.

This is all on the same PC running Windows XP, SP2

Any suggestions on a fix?
 
I see that Norton Antivirus is the problem...I can resolve by setting a
preference in NAV to not handle Office plugins...
